Communications Strategy

This is a structured work plan outlining USAID Philippines, Pacific Islands, and Mongolia’s outreach and communications strategy. The document details the mission’s vision and purpose, and it organizes communications work into three major sub-purposes: (1) strategic outreach to elevate USAID’s regional profile, (2) developing and disseminating timely content, and (3) strengthening collaboration among internal stakeholders and implementing partners.
It specifies key outputs, activities, targets, and responsible staff for each area—for example, publishing major stories monthly, planning high-level visits, updating country profiles and portfolio handbooks, coordinating social media campaigns, and improving access to information through website and social media updates. The strategy also includes metrics such as page views, social media reach, engagement targets, and obligations like attending post-award briefings, mentoring implementing partner communications staff, and coordinating with the Public Affairs Section.

It highlights the Philippines as a long-standing U.S. ally and one of Southeast Asia’s fastest-growing economies, while noting that growth has not been equally shared. The profile details USAID’s work across economic growth, democratic governance, health, education, environmental resilience, and peacebuilding in Mindanao.

Black Gold of the Sea

“Black Gold of the Sea” follows the journey of Filipino seaweed farmers whose livelihoods depend on the ocean—and who are now confronting the pressures of climate change, conflict, and economic instability. Once a thriving industry, seaweed farming has become increasingly unpredictable as rising temperatures, storms, and changing currents threaten crops. The story highlights how families who have relied on seaweed for generations struggle to adapt, all while navigating limited market access and the challenges of small-scale production.
Amid these obstacles, the feature spotlights hope and resilience. With support from USAID, farmers gain access to training, sustainable farming techniques, better drying and processing methods, and improved connections to buyers. These interventions help stabilize income, strengthen community resilience, and open pathways for seaweed farmers to become more competitive in global markets. Ultimately, the story is one of perseverance—showing how empowering local producers can transform a vulnerable coastal livelihood into a sustainable engine for economic growth.

Re-imagining the Future of Global Health

This op-ed argues that the world is at a pivotal moment in global health, as leaders gather for the U.N. General Assembly with COVID-19’s long-term consequences still unfolding. Despite scientific progress, deep inequities left many populations vulnerable, and today the world is off-track on major health goals, facing declining life expectancy and rising burdens of infectious and noncommunicable diseases.
The author calls for a reimagined global health future centered on responsive and resilient health systems, community-driven primary health care, and expanded multisectoral coalitions. Health systems must be locally led, equity-focused, and capable of withstanding future shocks. Communities—especially community health workers—should be empowered as the foundation of public health delivery. Broader collaboration across sectors, the adoption of One Health approaches, and inclusion of nontraditional partners such as the private sector are essential for innovation, accountability, and sustainable progress.
Ultimately, the piece argues that although global health faces significant threats, there is also unprecedented opportunity. By learning from COVID-19, centering equity, strengthening systems, and embracing diverse partnerships, the global community can build a more secure and hopeful future for all.
